<B>D.C.'s Show of Hands</B> <BR>By Eric Brace for The Washington Post <P><BR>About three years ago, Kim Frazier was talking with fellow hand dance enthusiast Ken Howard about the history of the dance that was named Washington's official dance by Mayor Anthony Williams in 1999. "You know, somebody oughta write all this down," Howard said. Frazier -- a dancer from Northwest Washington who went on to compete in (and win several) regional and national hand dance competitions and form a synchronized hand dance troupe -- figured that she was the person for the job.<P>"I decided we needed to document our history," Frazier says.
