It's not the first time I have heard concern over the "arms length" policy. The Department of Culture, Media and Sport (DCMS) hands out the dosh and implements Govt policy, but increasingly they are becoming involved in Arts Council England (ACE) decision making.

Whereas the ACE Regional offices are essential for the administration of funding region by region, a case can be made for the ACE Head Office and the DCMS arts functions to be combined. However, I would be concerned whether career civil servants could tackle the needs of the art forms as ACE does.
