It's well-known that Americans gave up speaking English long ago and I believe a form of Pidgin English is currently in use.

Thus the sentence from the article: "The show was shut down after one dancer, whom police said has his pants open, made "pelvic thrusts" in front of a woman's face," would be even more startling in proper English as "pants" would refer to undergarments. However, I understand that in US usage "pants" refers to trousers. Is that right?

Actually our English is much closer to the original English than British English.

But yes, in the US, pants refers to the outer garment. Underpants/underwear would refer to the inner garment. Makes much more sense to me. We also use trousers, but not as commonly. Also, in the US knickers are a kind of trousers that end at the knee, not underpants.

Actually, Stuart, here in the US, "pants" refers to pants.
