Sounds like "back to the drawing board" for the Arts in Scotland. Interesting that 1% of the budget for the Arts has been seen as too much. For comparison, for England I calculated that it was around 0.5% and in Estonia around 3.0%.

Scottish Opera presents particular problems, as there has to be a question whether a region with 5m people can pay for world class artists.

Duncan McGhie, who left his post at the national companies in December 2004, has also suggested that Scottish Opera should look to funding from England if the Scottish Executive continues its current "unsustainable" levels of funding.
