thank you. i know many people who will find these sites useful. my question: are there such a thing as professional grant writers. this seems such a complicated and time process that it would be too much for an art director or exec director.

In the UK, there are Arts consultants who specialise in writing grant applications. This is especially important in connection with the National Lottery which seems to have demanding criteria for grant applications.

Cronos, yes, there are people who specialize in writing grants in the US too.
