He was referring to the changed designs, delays and cost increases that bedeviled other projects that went up during the late 20th century's arts boom. Miami took its time with what had become by then a 15-year planning process.

With construction costs threatening to spiral ''out of control,'' the Performing Arts Center's completion date has been pushed back about another six months to the summer of 2006.

Change orders from the builders requesting more money are pouring into Miami-Dade County at the rate of $1 million a week, Gail Thompson, project director for the PAC, said at a meeting this week. County officials fear cost overruns could reach close to $100 million.

County commissioners are outraged.

Summer-long worries over further cost increases at the Miami Performing Arts Center were confirmed this week by Miami-Dade County Manager George M. Burgess. In a memo to the County Commission, Burgess advised that an additional $34.3 million will be needed to finish the project in time for an August opening.

Carnival buys arts center name rights for $20 million

With the opening of the $450million downtown Miami arts complex two months away, the center and one of its two halls were re-christened Wednesday, courtesy of a pair of multi-million dollar naming gifts by two high-profile Miami arts benefactors.

The Miami Performing Arts Center became the Carnival Center for the Performing Arts, the result of a total of $20 million in gifts from Carnival Corporation.
