<B>Arts Endowment Chief to Resign - White House Expresses Surprise At Bill Ivey's Decision</B> <P>By Jacqueline Trescott for the Washington Post <P> <BLOCKQUOTE><font size="1" face="Verdana, Arial">quote:</font><HR>Bill Ivey, chairman of the National Endowment for the Arts, unexpectedly announced yesterday that he would step down in September. <P>Appointed by President Clinton in 1998, Ivey came to the NEA when the agency was rebuilding its credibility with Capitol Hill after years of battles over controversial grants. In the mid-1990s, the Republican-led Congress almost demolished the agency,reducing its appropriation by 50 percent. That action forced the NEA to cut programs and staff.
